If you are a refugee claimant or a visitor, if you want to study at a post-secondary school in Quebec, you need a CAQ (Certificat d’acceptation du Québec), which is a study permit. If you are not a citizen of permanent resident (accepted refugee), you have to pay a lot more fees, because the government considers you an international student.
If want to take French language courses, they are offered for free from Immigration Quebec. Permanent residents and accepted refugees can take full time courses for free, but refugee claimants can only take free part-time courses.
